International Conference on Deterrence and defence beyond Article 5

Since 1991 the Friedrich Naumann Foundation for Freedom (FNF) is active in the Baltic States, but only from now on with our Freedom Center in the heart of Vilnius. Since 1991, the Baltic States’ have been warning allies about the threat from Russian imperialism and aggression. Yet these warnings went largely unheeded. We want to amplify insights and assessments from Estonia, Latvia and Lithuania and ensure they are better heard by decision-makers across the alliance. To mark the Centre’s opening, FNF is hosting a high-level conference to discuss defence and deterrence in this newly turbulent era. It will address the questions burning on decision-makers’ desks.

• How to combine political, military and civil society efforts across the EU, NATO and national governments?
• How to build effective resilience against conventional and sub-threshold threats?
• How can European allies strengthen their deterrence in an era of transatlantic discord?
