Transphobia and Homophobia in Serbia | 2024
In 2024, the situation for the queer community in the Republic of Serbia saw no significant progress. Key legislative proposals, including the Law on Same-Sex Partnerships and the Law on Gender Identity and the Rights of Intersex Persons, were not adopted. Additionally, the government has yet to establish a centralized database on hate crimes. Such a database would be crucial for effectively tracking and analyzing crimes driven by homophobia and transphobia. Due to the lack of institutional support and data collection, this report remains the only consistent annual source of information on unlawful acts committed against queer individuals in Serbia. It highlights ongoing gaps in legal protection, public policy, and systematic monitoring. The FNF partner organization "Da se zna!" continues to play a vital role in addressing this data void. For the eighth consecutive year, the organization has independently gathered, processed, and published statistics and reports on hate-motivated incidents targeting the LGBTQ+ community. Their work remains indispensable in documenting discrimination and violence, providing both visibility and advocacy tools for improving queer rights in Serbia. This continued inaction from state institutions underlines the urgency for systemic change and greater protection for marginalized communities.
