Policy Brief 6: Pricing the Comeback

A Credible Day-One Strategy to Reopen Lebanon to the World
pricing the comeback

Tourism has historically been one of Lebanon's most important sources of foreign exchange, employment, and international connectivity. In the immediate aftermath of a ceasefire, however, attracting visitors will depend less on infrastructure and more on expectations. In this policy brief, Jamal Ibrahim Haidar argues that Lebanon can rapidly restart tourism through coordinated action that lowers costs, simplifies access, and signals credibility to international and regional travelers.

The brief outlines a practical roadmap centered on temporary airfare reductions, visa facilitation, coordinated pricing across the tourism sector, and targeted communication strategies aimed at key markets, including the Lebanese diaspora and Gulf visitors. Rather than waiting for ideal conditions, the paper proposes immediate measures that can generate an early recovery cycle, encouraging arrivals, boosting confidence, and creating positive economic spillovers.

By treating tourism as a catalyst for wider economic normalization, the brief demonstrates how Lebanon can leverage existing assets and institutions to accelerate recovery and reconnect with the world.
