Policy Paper: A New Arms Deal with India?

Since Russia's invasion of Ukraine, India has displayed a neutral stance on the conflict. The country is yet very dependent on Russian oil and arms and can't afford to antagonize the Putin regime. At the same time, the performance of the Russian army and Russian equipment in Ukraine has given rise to doubts in the Indian defense establishment on Russia's reliability and ability to supply the Indian army in the future. In this paper and launch event we take a closer look at the EU's options to offer India an alternative to Russian equipment. Can European arms manufacturers (partially) replace Russian suppliers? For what kind of equipment is this a viable option? How would arms controls rules have to change?

The Friedrich Naumann Foundation for Freedom (FNF) is looking for a consultant to write a policy paper that aims at analyzing India’s and the EU’s options.

Paper and Timeline

  • the policy paper is between 4,500 and 7,000 words long
  • finalizing list of contents within a week of signing the agreement
  • first draft of the paper: 31 August 2022
  • final paper: 31 October 2022

Your Skills and Experience

You are a practitioner or researcher in the field of defense procurement and international defense cooperation and have a good understanding of the EU-India defense partnership.
