How is the strategic partnership between Türkiye and Ukraine reshaping Europe's security architecture? What role can Ankara play in Black Sea security, NATO, and Ukraine's reconstruction?

The publication "Türkiye–Ukraine Relations and European Security" examines the evolution of Türkiye–Ukraine relations in the context of Russia's full-scale invasion and explains why the partnership between Ankara and Kyiv has evolved beyond a bilateral relationship into a strategic pillar of European security.

The study was authored by Hennadiy Maksak, Executive Director of the Foreign Policy Council “Ukrainian Prism”, and Prof. Dr. Mitat Çelikpala, Professor of International Relations at Kadir Has University in Istanbul, on behalf of the Friedrich Naumann Foundation for Freedom.

The authors argue that closer cooperation between the two countries will have important implications for NATO, the European Union, and the future security order in the Black Sea region.

The study explores:

  • the evolution of Türkiye–Ukraine relations and Ankara's strategic positioning since 2022,
  • bilateral defense and defense-industrial cooperation,
  • Black Sea security and regional stability,
  • opportunities for reconstruction and economic cooperation, and
  • practical policy recommendations for NATO, the European Union, Türkiye, and Ukraine.

Particular emphasis is placed on strengthening regional security in the Black Sea through closer cooperation among littoral states, enhanced maritime security initiatives, and a stronger role for Türkiye within future European and transatlantic security frameworks.
