This publication examines the evolving relationship between entrepreneurship, innovation, and good governance in Lebanon’s crisis-affected context. Through in-depth qualitative interviews with entrepreneurs, ecosystem leaders, and institutional actors, the research captures lived experiences of navigating economic instability, weak institutions, and regulatory constraints, while highlighting the adaptive capacity and resilience of Lebanon’s entrepreneurial community.

The study situates entrepreneurship not merely as a survival strategy, but as a potential engine for recovery, institutional renewal, and sustainable development. It explores the role of e-governance in reducing bureaucratic barriers, the importance of mobilising finance and partnerships, and the centrality of freedom of expression as a liberal value that enables creativity, trust, and innovation.

By linking empirical insights with policy analysis, the publication offers concrete recommendations to strengthen Lebanon’s entrepreneurial ecosystem, promote transparent and citizen-oriented governance, and support long-term, inclusive economic growth.
