This policy report assesses how far the EU has progressed in delivering its agenda on AI and advanced technologies. It shows that while investment and legislation are advancing, significant gaps remain in coordination, scaling, and adoption, especially for small and medium-sized enterprises at the core of Europe’s economy.
By examining infrastructure, regulatory frameworks, and demand-side instruments, the report highlights a structural gap between ambition and delivery. It argues that competitiveness will not be achieved through capacity alone, but through enabling diffusion, reducing fragmentation, and creating the conditions for innovation to scale across the Single Market.
