Syria’s reconstruction: challenges and opportunities
rebuilding syria

Syria needs an estimated USD 216 billion to rebuild, and about a third of its housing stock has been damaged or destroyed. The government's 2026 budget of USD 10.5 billion cannot cover this alone, so the country depends on aid, concessional lending and foreign investment.

A new report from The Syria Report argues that the bigger obstacle may be governance rather than money. Reconstruction is fragmented, with no unified national strategy, no central coordinating authority and no transparent implementation framework. The authors describe reconstruction as "fundamentally a political as much as an economic process”.

The report proposes a single national reconstruction authority, a one-stop investment service with binding deadlines, performance-based incentives, a restored banking sector and fairer regional allocation of funds.

Rebuilding walls is the visible part of recovery. Rebuilding the institutions that govern it is what makes recovery last.
