Unlocking Growth and Resilience: The Crucial Role of Open and Transparent Data in Socialist Vietnam

Data is the key to all economies and societies in the future. In Vietnam, Deputy Minister of Information and Communications Nguyen Huy Dung has emphasized the indispensable role of open data and artificial intelligence (AI) for the nation's future. However, considering the current state of data openness and access to government data in Vietnam, it seems that there is room for further improvement. As potential guidelines for future (digital) strategy, Vietnam may consider its close ASEAN neighbor, Singapore, which has made significant progress with its Smart City Vision. This policy paper assesses data openness, transparency and availability in Vietnam and illustrates how Singapore has become a global leader in this area. It also addresses the risks of "overuse" of data, and highlights the dangerous path Singapore has partly embraced in this context.
