Morocco’s place in a fractured global order: Transatlantic tensions, NATO’s future, and the new geopolitical reality

This paper argues that Morocco’s strategic autonomy depends not only on strengthening its role within NATO’s southern agenda, but also on ensuring that external partnerships generate visible domestic benefits. Drawing on recent developments, from the UN Security Council’s endorsement of Morocco’s autonomy plan to the youth-led Gen Z 212 mobilizations, it demonstrates that foreign policy gains are sustainable only when aligned with internal legitimacy, public trust, and inclusive participation. The paper proposes a four-pillar framework to institutionalize Morocco’s voice, integrate youth into foreign policy pathways, link mega-projects to socioeconomic outcomes, and build a coherent public diplomacy strategy. In doing so, it outlines a practical roadmap for Morocco to transition from a dependable operator to a recognized strategic actor in the Euro-Mediterranean space.
