The Friedrich Naumann Foundation for Freedom (FNF) promotes democracy, human rights and economic freedom. In Taiwan, the FNF Global Innovation Hub was established in 2021. The Hub focuses on “digital transformation” and “innovation for democracy”, aiming to support the Friedrich Naumann Foundation on its way to becoming a creative innovation platform for liberalism. The Global Innovation Hub works with The Open Culture Foundation (OCF), Taiwan Youth Association for Democracy (TYAD), People Powered and other like-minded partners. How Does Taiwan's Civil Society Leverage Technology and Citizen Activism to Enhance the Transparency of Parliament?
In 2025, many citizens in Taiwan were dissatisfied with how parliament reviewed and cut the national budget. Civil society organizations and advocates criticized the budget review process for turning budget cuts into a tool of political retaliation between parties, with essential funding for national defense, critical infrastructure, and social welfare being significantly cut or frozen without clear justification.
Rather than waiting for solutions, these groups took action. By leveraging technology, data, and citizen participation, they developed a crowdsourcing social media bot and a data visualization website to monitor how legislators decided to cut or freeze government budgets. This initiative not only increased transparency in the budget review process but also addressed long-standing issues in parliamentary open data, which for decades had been released in fragmented, unstructured, and non–machine-readable formats.

“A war between democracy and totalitarianism”
The Taiwan Office of the Friedrich Naumann Foundation for Freedom (FNF) invited Ms. Oleksandra Matviichuk, the 2022 Nobel Peace Prize Laureate, to visit Taiwan. She spoke at a public forum titled “Ukraine and Taiwan Experiences: The Resilience of Democracy”. In her speech, Ms. Matviichuk emphasized: “Ordinary people can do extraordinary things. When ordinary people step up to help each other, they can change the trajectory of history.”

China’s Repression on German Soil
China’s efforts to silence critics far beyond its borders have become a feature of its global reach. A new study commissioned by the Friedrich Naumann Foundation for Freedom warns that Germany - home to one of Europe’s largest Chinese diaspora communities and a key target of Beijing’s influence – is encountering a range of tactics used to influence or deter critics. The study encourages Germany to consider strengthening its legal frameworks and to enhance coordination among relevant institutions.

In a year marked by record number of elections around the globe, strengthening trust among democratic allies is vital to maintaining democratic systems. On May 16, the German Friedrich Naumann Foundation for Freedom (FNF) Global Innovation Hub and the US Taiwan Watch (USTW) hosted their first joint event. The event highlighted the key to strengthen trust between Taiwan and its international allies, offering strategic suggestions for future administrations of Taiwan, US and Europe.
