Policy paper on Climate Change in India

Among the various long-lived greenhouse gases (GHGs) emitted by human activities, CO2 is so far the largest contributor to climate change, and, if anything, its relative role is expected to increase in the future. As CO2 soaks up this infrared energy, it vibrates and re-emits the infrared energy back in all directions. About half of that energy goes out into space, and about half of it returns to Earth as heat, contributing to the 'greenhouse effect.

Forests are also one of the most important solutions to addressing the effects of climate change. Approximately 2.6 billion tonnes of carbon dioxide, one-third of the CO2 released from burning fossil fuels, is absorbed by forests every year. Estimates show that nearly two billion hectares of degraded land across the world – an area the size of South America – offer opportunities for restoration. Increasing and maintaining forests is, therefore, an essential solution to climate change.

Guiding Questions:

  • What role does the third-largest CO2 emitter in the world play in tackling climate change?
  • Is the debate between the value partner EU and India a debate among equals?
  • Which interests do the EU and India share? Where do their interests diverge?
  • What role can land rights play in promoting sustainable land use and tackling climate change?
  • Using the example of the FRA analysis of the potential role of innovative regulatory interventions.

 Structure of the paper:

  • Short assessment of the global topic/trend with regard to India and/or in-depth analysis of the situation in India
  • Implications and food for thought
  • Liberal policy recommendations

Your skills and experience:

You are an expert or researcher or practitioner on environmental issues. You have knowledge of climate change issues both in India and worldwide and have know-how on the sharing of best practices between regions and countries.
