The Friedrich Naumann Foundation’s (FNF) Freedom Barometer Asia 2009 is a new instrument to measure freedom in the world from a distinctly liberal point of view. It captures the notion of freedom in a three-pronged way by assessing political, legal and economic rights. The following chapters shed light on the Barometer’s variables, methodology and sources. Individual Asian countries are analysed in terms of their degree of freedom based on reputable sources. The results for the most part chime with other major indices, such as the Freedom House and the Economic Freedom of the World reports. However, the liberal bent of the Freedom Barometer leads to “non-conformist” verdicts in some cases, e.g. Singapore.Occasional Paper (pdf)
